General Rules

1. The timeline is: one RL day equals one in-game month. The mod will keep this information updated. The RP starts in January of 2014. Therefore, you can do anything (within reason) you want from October  2013 until January 2014.
2. The following are IC areas: diplomatic channels (for example: embassies and world summits), the main thread, war actions (not plans but actions). Everything else, unless specified otherwise by the mod is OOC (including forum PMs and IRC).
3. You must post at least two IC posts per year in order to keep your nation viable. IC posts include the main thread, embassies, and other diplomatic channels (for example: a world summit).
4.  Use good grammar, spelling, and language. English is the official language; however, you can write in the language of your nation but you must have it translated into English. If you do not, the post will be scrubbed. Similarly, the official currency is the US dollar; however, you can use your nation's currency but you also must have it in USD. If you do not, the post will be scrubbed.
5. Do not argue with the mod. You are more than welcome to try to persuade him by giving him facts and such things but do not argue with him after he's made an official decision unless you have new information.
6. Be friendly toward your fellow RPers (in OOC; feel free to kill each other IC); in IC, feel free to kill each other.
7.
a)  Do not act on classified information unless you have a reasonable way of declassifying it (for example: if Brazil moves 300,000 men across the country, the US and several news outlets will know about it because of satellites). Do not assume that you can declassify it. If you do and the mod determines that you cannot after the fact, all of that will be scrubbed.
b) Do not act on OOC information. If you do so on several occasions, you will be kicked from the game. If you rejoin and act on OOC information, you',l be banned from the round.
c) Do not edit IC posts. Do not edit IC posts. Do not edit IC posts. If you do, that post will be scrubbed. No questions whatsoever. If you want to edit something for any reason whatsoever, see the mod first.
d) Do not post OOC information in IC threads. They are IC for a reason. There is a thread for OOC posts and that is where OOC posts should be. This thread is not for irrelevant rumblings. There is a discussion thread dedicated to that purpose.
e) Do not God mod. God modding includes, but is limited to, other nations' governments, your people (for example: you can say what the members of United Russia will do on an official level but if many members, especially high-ranking ones, disagree, they may dispose of you or leave the party),  international organizations (United Nations, European Union, Arab League, Shanghai Cooperation Organization, etc) other players' nations (even with their consent unless making an official player-created alliance post or treaties), legislature (unless your party controls it), judiciary, and corporations not owned by the state.
7. Keep your nation threads - the Nation Bio and Nation Production threads - updated per year. You are expected to update them at least every January and keep them in line with mod rulings. You will forfeit your nation if you do not change mistakes.


Nation Threads Rules

8. Keep your Nation Bio and Nation Production threads updated at least every January. The mod will audit both every March.
9.
a) Your Nation Bio thread's title should be "[Formal Nam of Country] Bio" (for example: "People's Republic of China Bio").
b) It must include the following: GDP, population, important government officials (head of state, head of government, etc), total budget, and growth / decline in comparison to last year. You are required to update this with the appropriate changes every year and keep records of old information by keeping old posts.
c) It should include the following: budget breakdown (into major groups), military info (size, equipment, budget distribution, development plans, etc), and major corporations. Keep in mind that you can add anything you want to either of these lists.
10.
a) Your Nation Production thread's title should be "[Formal Name of Country] Production" (for example: French Republic production").
b) It must include the following: military budget (amount and percentage of the overall budget), how many military industrial centers you have (and their type, production ability, and amount of employees working there) all information relevant to construction (cost of individual units, total cost, amount, expected time of completion, and remaining military funds), amount of soldiers recruited (and their cost), and upkeep costs of major equipment and men.
c) All information regarding costs of personnel, equipment, and the upkeep thereof will be taken from nationsdawnofanera.weebly.com and nationsdawnofanera.weebly.com only. If you cannot find some piece of info there, please speak to the mod about it.
d) Unit production times will depend on your level of technology and the automation of your workforce. The size of the industrial centers also determines the amount of equipment that it can produce.
e) There are seven types of industrial centers: aircraft factory, artillery factory, missile factory, satellite factory, shipyard, tank factory, and WMD factory. The prices for the aforementioned are as follows:
- Aircraft Factory: 0.01% of 2012 GDP + $100 million per 10 aircraft per month it is expected to produce (for example: for Britain, making one aircraft factory that is expected to produce 20 aircraft per month would cost $443.5 million because 0.01% of 2.435 trillion is $243.5 million, plus 200 million because 20 / 10 = 2 x 100 million is $200 million and the sum of those two figures is $443.5 million)
-  Artillery Factory: 0.01% of 2012 GDP + $100 million per 50 artillery pieces per month it is expected to produce (for example: for Germany, making one artillery factory that is expected to produce 50 artillery pieces per month would cost $440 million because 0.01% of Germany GDP is $340 million, plus $100 million and the sum of those two is $440 million)
- Missile Factory: 0.01% of 2012 GDP + $150 million per 50 units per month it is expected to produce (for example, for India, making two missile factories to produce 50 missiles per month would cost $334.2 million since 0.01% of India's budget is $184.2 million plus $150 million is $334.2 million)
- Satellite Factory: 0.01% of 2012 GDP + $300 million per three satellites per six months it is expected to produce (for example: for Japan, making one satellite factory to produce one satellite per six months would cost $696 million because 0.01% of Japan's GDP is $596 million, plus $100 million because 1/3 of the price that it'd take to produce three satellites is $100 million and the sum of those two is $696 million)
- Shipyard: 0.1% of 2012 GDP + ($250 million for supercarriers; $150 million for carriers, $100 million for battleships, helicopter carriers, and amphibious assault ships; $75 million for cruisers and nuclear ballistic submarines; $50 million for destroyers and attack subs; $45 million for frigates, cutters, minesweepers, and patrol ships all regardless of the timeframe)
- Tank Factory: 0.01% of 2012 GDP + $100 million per 50 tanks per month it is expected to produce
- WMD Factories: 0.01% of 2012 GDP + ($250 million per 50 thermonuclear weapons per six months, $200 million per 20 nuclear weapons per three months, $100 million per 100 biological weapons per six months, and $100 million per 100 chemical weapons per six months)
f) Converting individual factories from one specialization to another will be the cost of re-training the workers and changing the equipment. The prices for both of those will be up to an individual basis but will cost less than building a new factory from scratch.
g) Do not forget to include upkeep costs . Decommissioning units means you are scrapping them (thus, you will get some money from them). Putting units in reserves will cost 10% of whatever the active-duty upkeep cost was and will cost the original upkeep cost to get it into active-duty readiness status.


Spy Op Rules

11. Unless specifically mentioned to the contrary, all posts are unclassified and, as such, everyone can see it and react to it. The other types of information (in ascending order of the amount of people who are privy to that information) are Classified, Highly Classified, Top Secret, Special Access, and Special Access Only. The more heavily guarded a piece of information is, the less efficient it will be in execution (for example: if you order your general to prepare for an invasion but title it Special Access Only, then only he and a few others will know about it and as the orders trickle down to the lower officers and NCOs, they'll have a harder time preparing for what they will face).
12. In order to do a spy operation against someone, you must PM it to the mod and be very detailed about. The more detailed it is and the more contingency plans your plan has, the higher chance it has of going as you want.
13. Spy operations will be conducted as such:
a) A player initiates a spy op via PM to the mod.
b) Mod lets the target know a part of the operation and gives him a chance to counter.
c) Rinse and repeat.
d) The player is informed of the results while the target may not know the operation took place in the first place (although he replied to it and RP'ed it; it'd be the same as if it were classified).
e) The mod lets the world know what happened through mod events.


United Nations Rules

16. The United Nations will be run by the Secretary General, who is currently relatively unattached to his/her nation's interests but, rather, is interested in achieving world peace. The SG will be elected by every member of the United Nations General Assembly (almost every nation) out of a pool of individual candidates presented to the UNGA by the mod.
17. The United Nations Security Council will be made up of the five permanent members (US, Russia, the UK, France, and China) and 10% of the world's claimed nation, rounded to the nearest whole number. These seats will be year-long and elections will be held through November and December. Each nation will have one general vote (to vote for anyone they want) and one regional vote (to vote for anyone in their region).
18.  All organizations not chaired by a PC and with at least two other PC members will be controlled by the mod, as will other international communities.


War Rules

14. In order to wage war, you must get a Declaration of War from your legislature. You, as the executive, may still wage war but your population and legislature won't be too happy with you. In order to wage a legal war (at least in the eyes of the United Nations), you must have gotten approval from the UNSC.
15.
a)  Every war thread will be titled as following: "[Aggressor Nation] v. [Defender Nation]."
b) Every war post must include the following: the units used, total amount of equipment used, total manpower, a timeline, and a plan of travel from the point of embarkation to the destination.
c) Every war plan should include the following: map/s and objective/s. These are only available to the mod unless the defender finds a way to unclassify them. If you found something useful and relevant to the strategy / tactics, link to it in the post.
d) Wars will be judged so that they are not purely luck. Preparation, training, air support, naval support, morale, weariness, logistics, and troop ratios will all be taken into account when determine battle results. Keep in mind that you have to have a steady stream of food and supplies reaching your men for them to operate properly. If they do not, then some may die and others will not function as best as they can.
